Yes, two Lone Wolves are extremely OP and make the game easier unless you purposefully use weaker/less optimised builds. Because it only scales with leveling the stat and the playerlevel the damage drops of after you max the skill. The fact that incarnates just jump from cannon fodder to behemoth in one level is a really weird way for it to scale imo, especially with how Lone Wolf works.
